Machine Emperor Wiesel ∞ Rulings

Finally got my Machine Emperors~~~



Effects are confirmed and same as what was previously mentioned, you can check it here. Similar, rulings are out on the Japan wiki site here

For those who dont have the Japanese language know how (Or the 1 guy whose comp fail at going to Japanese wiki for some reason, you know who you are), heres some of more important rulings.

Ruling 1: If I have previously summoned it out properly, can I revive it through Angel Lift, Call of Haunted etc? No you cant.

Ruling 2: If my monster gets hit by Solemn Warning / Declaration when I try to summon it, can I sp Kikoutei? No you cant as the monster is not counted to have hit the field yet

Ruling 3: The destruction of the monster must be the final thing to happen, similar to Geartown. If it is not, the timing misses and you cannot SP summon Kikoutei (Machine Emperor)
E.g. - Soul Taker, last thing to happen is you gain 1000lp, so Kikoutei cannot be summoned
E.g. 2 - You activate Heavy Storm and Opp chain Icarus / Spark etc on your monster. Last thing to happen is Heavy Storm activating so you cannot summon Kikoutei

Ruling 4: If I Brain Control my opponent's monster and it dies (E.g. Mirror Force), can I summon Kikoutei? Yes you can.

Ruling 5: When your monsters self destruct due to cards such as Limitter Removal / Swing of Memories during the end phase, you can sp Kikoutei lol

Ruling 6: No you cant summon it during damage step, so hitting a Ryko/Snowman is lol to yourself

Ruling 7: No you cant summon it when your Gearframe that is currently equipped to a monster gets destroyed, because its considered to be an equipment magic. In a similar idea, a trap monster that gets destroyed by Cyclone etc doesnt allow you to sp Kikoutei also, as it enters grave as a trap. (Both on the field and in the grave it has to be considered as a monster then can you sp Kikoutei)

Ruling 8: When Skill Drain is activated, all synchro monsters equipped to Kikoutei gets sent to grave, and your other monsters may attack

Ruling 9: If you have 2 at hand, you can only summon 1 at a time. Also, if you have 2 on the field, all monsters cannot attack

Ruling 10: Similarly to Bloo-D, if you summon and on priority target e.g. Stardust on opp field, and opponent activates Bottomless, Your Kikoutei dies, and Stardust gets sent to grave

Ruling 11: You can negate magic once per turn, on either players turn even during damage step. Even if Kikoutei is destroyed in the chain by say Thunder Break, the magic will remain negated. However, it cannot negate magic that activates in the grave (E.g. Geartown) or magic that is already on the field previously (E.g. Blaze Cannon)

And finally.... Rulings for Kikoutei and Scrap makes it very Scrap deck friendly, lol

Scrap Ruling 1: When Goblin dies to its own effect / Scrap Squall, you can take back the Scrap card and on chain SP Kikoutei. When resolving the chain, Kikoutei is summoned then you take back a Scrap card (Thereby does not allow opp to Bottomless your Kikoutei)

Scrap Ruling 2: When Scrap Dragon dies due to opponent (E.g. Mirror Force), you can sp another Scrap monster (Compulsory effect anyway) and on chain SP Kikoutei. Similarly when resolving, you SP Kikoutei then sp the Scrap (Thereby again, no Bottomless on Kikoutei but you can Bottomless the Scrap monster. If its Tidal Wave you win)

On an extra note for the Wiesel rulings, Wisel is summoned via effect. So think similarly to Battle Fader, when you want to summon, you have to reveal, and therefore opponent can mind crush / chariot it away. However, that also means they cannot God Declaration / Rai-ou it away

    I believe bottomless will still be able to hit kikoutei. As bottomless is chain towards the special summon of the Kikoutei.

    Incorrect. Summons do not have Spell Speeds and do not occupy Chain Links. Responding to a summon requires the summon to have been the final thing to resolve, and in the example chain above the last thing to happen is Scrap Goblin's effect. One cannot react to Wisel's effect that summons itself either, since no summon has taken place.

    A good rule of thumb is that any effect that is chain 2 or higher that will summon a monster, is never a target for BTH.

    Example: Call chained to another s/t.
    Or chain link 1 BWW, chain link 2 Blizzard.

  6. Ruline #3 is wrong.
    There are no miss the timing involved.
    It's referred to as miss the chance to activate.

    These 2 terms are very different

    Bottomless Trap Hole does not target. Using the word 'Target' is just incorrect, even if you're using its real meaning and not Yu-Gi-Oh definition.
